A New Period of Uncertainty and Volatility Has Begun

Until the recent bout of financial-market turbulence, a variety of risky assets (including equities, government bonds, and commodities) had been rallying since last summer. But, while risk aversion and volatility were falling and asset prices were rising, economic growth remained sluggish throughout the world. Now the global economy?s chickens may be coming home to roost.

Japan, struggling against two decades of stagnation and deflation, had to resort to Abenomics to avoid a quintuple-dip recession. In the United Kingdom, the debate since last summer has focused on the prospect of a triple-dip recession. Most of the eurozone remains mired in a severe recession?now spreading from the periphery to parts of the core. Even in the United States, economic performance has remained mediocre, with growth hovering around 1.5 percent for the last few quarters.

And now the darlings of the world economy, emerging markets, have proved unable to reverse their own slowdowns. According to the IMF, China?s annual GDP growth has slowed to 8 percent, from 10 percent in 2010; over the same period, India?s growth rate slowed from 11.2 percent to 5.7 percent. Russia, Brazil, and South Africa are growing at around 3 percent, and other emerging markets are slowing as well.

This gap between Wall Street and Main Street (rising asset prices, despite worse-than-expected economic performance) can be explained by three factors. First, the tail risks (low-probability, high-impact events) in the global economy?a eurozone breakup, the U.S. going over its fiscal cliff, a hard economic landing for China, a war between Israel and Iran over nuclear proliferation ?are lower now than they were a year ago.

Second, while growth has been disappointing in both developed and emerging markets, financial markets remain hopeful that better economic data will emerge in the second half of 2013 and 2014, especially in the U.S. and Japan, with the U.K. and the eurozone bottoming out and most emerging markets returning to form. Optimists repeat the refrain that ?this year is different?: after a prolonged period of painful deleveraging, the global economy supposedly is on the cusp of stronger growth.

Third, in response to slower growth and lower inflation (owing partly to lower commodity prices), the world?s major central banks pursued another round of unconventional monetary easing: lower policy rates, forward guidance, quantitative easing (QE), and credit easing. Likewise, many emerging-market central banks reacted to slower growth and lower inflation by cutting policy rates as well.

This massive wave of liquidity searching for yield fueled temporary asset-price reflation around the world. But there were two risks to liquidity-driven asset reflation. First, if growth did not recover and surprise on the upside (in which case high asset prices would be justified), eventually slow growth would dominate the levitational effects of liquidity and force asset prices lower, in line with weaker economic fundamentals. Second, it was possible that some central banks?namely the Fed?could pull the plug (or hose) by exiting from QE and zero policy rates.

This brings us to the recent financial-market turbulence. It was already evident in the first and second quarters of this year that growth in China and other emerging markets was slowing. This explains the underperformance of commodities and emerging-market equities even before the recent turmoil. But the Fed?s recent signals of an early exit from QE?together with stronger evidence of China?s slowdown and Chinese, Japanese, and European central bankers? failure to provide the additional monetary easing that investors expected?dealt emerging markets an additional blow.

These countries have found themselves on the receiving end not only of a correction in commodity prices and equities, but also of a brutal re-pricing of currencies and both local- and foreign-currency fixed-income assets. Brazil and other countries that complained about ?hot money? inflows and ?currency wars,? have now suddenly gotten what they wished for: a likely early end of the Fed?s QE. The consequences?sharp capital-flow reversals that are now hitting all risky emerging-market assets?have not been pretty.

Whether the correction in risky assets is temporary or the start of a bear market will depend on several factors. One is whether the Fed will truly exit from QE as quickly as it signaled. There is a strong likelihood that weaker US growth and lower inflation will force it to slow the pace of its withdrawal of liquidity support.

Obamas to meet Mandela family, not visit hospital

PRETORIA (Reuters) - U.S. President Barack Obama and First Lady Michelle Obama will meet on Saturday with relatives of anti-apartheid hero Nelson Mandela, but they will not visit the hospital where the former South African president is critically ill, the White House said.

Obama is in South Africa on the second stop of a three-nation Africa tour. His visit had triggered intense speculation that the United States' first African-American president might visit 94-year-old Mandela in the Pretoria hospital where he has spent three weeks being treated for a lung infection.

"Out of deference to Nelson Mandela's peace and comfort and the family's wishes, they will not be visiting the hospital," the White House said in a statement.

The Obamas would meet privately with members of the Mandela family "to offer their thoughts and prayers at this difficult time," the statement added.

Since starting his Africa tour in Senegal on Thursday, Obama has paid fulsome tribute to the man globally admired as a symbol of struggle against injustice and of racial reconciliation for the way he led South Africa out of centuries of white-minority rule.

The U.S. president has called Mandela a "personal hero" and is due to make a tour on Sunday of Robben Island, the former penal colony where South Africa's first black president passed 18 of the 27 years he spent in apartheid jails.

Obama held bilateral talks on Saturday in Pretoria with South African President Jacob Zuma.

Avengers-style Helicarrier is still pie in the sky

June 28, 2013 ? Physics students calculate the four-propeller powered giant aircraft seen in the Avengers would not be possible with modern technology

One of the most impressive features of last year?s blockbuster smash The Avengers was a gigantic flying aircraft carrier powered by four immense propellers.

But could the four-propeller ?helicarrier? ? owned by Marvel comics? spy agency S.H.I.E.L.D ? actually work in reality?

According to University of Leicester physics students, the answer is no ? as we currently cannot make propellers capable of spinning fast enough to hold the 1,900 ft vehicle aloft with only four sets of blades.

The group of fourth year MPhys students published their findings in a paper entitled Helicarrier: Highly Feasible or Hollywood Hijinks? in the latest volume of the University of Leicester?s Journal of Physics Special Topics.

The journal is published every year, and features original short papers written by students in the final year of their four-year Master of Physics degree.

The students are encouraged to be imaginative with their topics, and the aim is for them to learn about aspects of publishing and peer review.

Marvel Comics? intelligence agency S.H.I.E.L.D uses the Helicarrier as its airborne headquarters.

In the 2012 film, S.H.I.E.L.D agent Nick Fury and superheroes Hulk, Iron Man, Captain America and Thor board the Helicarrier as they try to track down the powerful Tesseract device.

The students found that an object the size of the Helicarrier would need to propel its four sets of 30 metre blades at 324 rotations per minute to keep its huge mass ? estimated at 400 million kilograms - in the sky.

This is faster than the maximum speeds achieved by propellers on modern helicopters. Helicopters with 16.5 metre propeller blades rotating at maximum engine power are only capable of reaching speeds of 258 rotations per minute.

As a result, the Helicarrier would struggle to keep afloat with the mere four propellers shown in the film ? especially as one of the propellers is blown up by Hawkeye during an explosive fight scene.

The group consisted of final year MPhys students Ashley Clark, 22, Beaconsfield, Buckinghamshire, Kate Houghton, 22, from Sidcup, London, Jacek Kuzemczak, 22, from Lincolnshire and Henry Simms, 22, from Milton Keynes, Buckinghamshire.

Kate Houghton, the lead author of the article, said: ?To make the Helicarrier more feasible, several sets of smaller blades would be required. It is also likely that conventional engines used today would need to be redesigned to be more powerful and efficient. Another option would be to reduce the Helicarrier in size, since fewer small, less powerful propellers would be required.

?New films today often use special effects and contain far-fetched, futuristic machines. We found it very interesting to investigate the possibility of some of these vehicles becoming a reality in the future. It was also an excellent excuse for a film night!?

Henry Simms said: ?The Journals of Special Topics module was different to most of the other modules because we were able to choose what topics we researched and investigated. We enjoyed working in groups, writing a series of short articles and reviewing each other?s work because it gave us a great insight into how the scientific community works together to publish scientific papers.

?The module improved our ability to work as a team - and having to come with original ideas provided us with a new challenge. It was a great experience, as skills learned through this course will help anybody like myself pursuing a PhD and scientific research.?

Course leader Dr Mervyn Roy, a lecturer at the University?s Department of Physics and Astronomy, said: ?A lot of the papers published in the Journal are on subjects that are amusing, topical, or a bit off-the-wall. Our fourth years are nothing if not creative!

?But, to be a research physicist - in industry or academia - you need to show some imagination, to think outside the box, and this is certainly something that the module allows our students to practice.

?Most of our masters students hope to go on to careers in research where a lot of their time will be taken up with scientific publishing - writing and submitting papers, and writing and responding to referee reports.

?This is another area where the module really helps. Because Physics Special Topics is run exactly like a professional journal, the students get the chance to develop all the skills they will need when dealing with high profile journals like Nature or Science later on in life.?

During the week of the NFL?s Rookie Symposium, where life lessons are taught to the incoming class of rookies, there hasn?t been a shortage of conversation.

But the conversation keeps coming back to one guy, Aaron Hernandez.

Troy Vincent, the NFL?s senior vice president of player engagement, said it?s a topic that?s impossible to avoid.

?You know, there?s this pink elephant in the room .?.?. the Hernandez situation,? Vincent told players, via Rick Maese of the Washington Post. ?The media has every right to ask you a question about that situation. And you have every right not to engage in that conversation. It is what it is. ?

As part of the opening session for NFC rookies Wednesday night, a group of second-year players were on hand to tell the new guys about the transition. But the topic of Hernandez was never far away.

?A lot of people are afraid of the words, ?Oh man, you different,??? Colts tight end Dwayne Allen said. ?You damn right I?m different. You damn right I?m different. I got a lot more money in my pocket, and a lot more sense. That?s the way you got to go about it.

They have examples, hopefully too many of them for the point to be missed.

Small Trial Yields Promising Vaccine for Type 1 Diabetes

A vaccine for type 1 diabetes has shown enough promise during a small clinical trial to excite the research team who ran the study. It's a reverse vaccine, one that works the opposite way most conventional vaccines do.

Stanford University School of Medicine researchers produced a DNA-based vaccine that turns off the portion of the immune system that controls the destruction of insulin-producing cells in the pancreas, according to Medical News Today. The findings appeared in the journal Science Translational Medicine.

All 80 patients in the trial were type-1 diabetics who received insulin injections. The National Diabetes Information Clearinghouse states that diabetes affects nearly 26 million U.S. residents, including an estimated 7 million who are undiagnosed. Of those diagnosed, around 5 percent have type 1.

According to the Mayo Clinic, type 1 diabetes was originally called insulin-dependent or juvenile diabetes. It occurs when the immune system kills beta cells in the pancreas. Betas are the only cells that produce insulin, a hormone necessary to regulate blood levels of glucose. Type-1 diabetics must receive supplemental insulin to survive.

Scientists consider the new vaccine a reverse product because it shuts down the body's immune response instead of boosting it as traditional vaccines do. The vaccine targets an individual component of the immune system while sparing the rest.

Knowing that certain immune system cells hunt for cells with unhealthy or suspicious proteins on their surface, the Stanford team wondered why these hunter cells attack the beta cells that produce insulin. To reduce the attacks, they created a vaccine that contained DNA from the gene that coded for the protein the hunter cells were seeking. In essence, the researchers developed a vaccine that causes the patient's immune system to attack the part of itself that destroys beta cells.

One group of trial subjects received weekly placebo injections for 12 weeks. The other four groups received different doses of vaccine that contained modified genetic material in the DNA used.

At the end of the trial, the researchers opted to measure subjects' levels of C-peptide, which is a piece of proinsulin, a precursor protein for insulin. Since C-peptide remains in the blood a lot longer than insulin, experts consider it the better indicator of insulin production. The team concluded that since C-peptide levels were maintained and sometimes increased during the trial, fewer beta cells were destroyed in subjects who received the vaccine instead of the placebo. In addition, the number of cells hunting the beta cells dropped in patients on the vaccine.

Benefits appeared to wane a few weeks after the last vaccine injection. The findings noted no serious side effects from the trial.

The Stanford researchers acknowledge the need for larger, longer-lasting trials using the reverse DNA vaccine. They stress that it could be years before approval of a vaccine for type 1 diabetes in humans.

US economy grows at slower 1.8 pct. rate in Q1

WASHINGTON (AP) ? The U.S. economy grew at an annual rate of 1.8 percent in the first three months of the year, significantly slower than first thought. The steep revision occurred mostly because consumers spent less than previously estimated, a sign that higher taxes could be dampening growth.

The Commerce Department revised its estimate of economic growth for the January-March quarter down from a 2.4 percent annual rate. The revised rate was still faster than the 0.4 percent rate in the October-December quarter.

Economists had thought growth in the April-June quarter would be 2 percent or less. Analysts had also expected growth to strengthen in the second half of this year. The downgrade for the January-March quarter will likely change those estimates.

It might also affect the timing of the Federal Reserve's plan to scale back its bond-buying program. Chairman Ben Bernanke said last week that the Fed would likely start to slow its bond purchases later this year and end them next year if the economy continues to strengthen. The Fed's bond purchases have helped keep long-term interest rates low.

Jennifer Lee, senior economist at BMO Capital Markets, noted that the economy barely grew in the final quarter of last year. If the April-June quarter proves as weak as some analysts expect, the Fed will be looking at three quarters of subpar growth.

"The Fed won't taper under these conditions," Lee said. "They need convincing signs of a pickup."

Most of the revision to last quarter's growth was due to a drop in consumer spending to an annual rate of 2.6 percent. That's sharply lower than the 3.4 percent rate estimated last month. Consumer spending accounts for 70 percent of economic activity.

Much of the change reflected a lower estimate for spending on services such travel, legal services, health care and utilities.

Export growth was also trimmed, reflecting slower global growth. And business investment spending was much weaker than initially estimated. That was largely due to an even larger drop in spending on buildings than previously thought, a particularly volatile category.

An increase in Social Security taxes on Jan. 1 has reduced take-home pay for most Americans. A person earning $50,000 a year has roughly $1,000 less to spend, while a high-earning couple has $4,500 less.

Many economists had thought that the tax increase, along with steep government spending cuts, would start to affect consumers in the second quarter, which ends next week. But the revision suggests the tax increase may have hampered consumer spending a little earlier than thought.

The economy continued to be slowed by weakness in government spending. It fell during the first quarter at an annual rate of 4.8 percent. That shaved 0.9 percentage points from growth ? the biggest negative factor. And it followed an even steeper decline in government spending during the fourth quarter.

Economists had predicted that economic growth would rebound to a rate of around 2.5 percent in the July-September quarter and to more than a 3 percent rate in the final three months of the year.

The Fed's latest economic projections are for growth of 2.3 percent to 2.6 percent this year. And it predicts that growth will accelerate next year to as much as 3.5 percent.

The latest reports have been encouraging. U.S. factories are fielding more orders. Home sales and prices are rising, signaling a stronger housing recovery. Spending at retail businesses rose in May. And employers added 175,000 jobs last month, which almost exactly matched the average increase of the previous 12 months.

Steady job growth has gradually reduced the unemployment rate to 7.6 percent from a peak of 10 percent in 2009. And it has lifted Americans' confidence in the economy to its highest point in 5? years.

Consumers' confidence in the economy is watched closely because their spending accounts for about 70 percent of U.S. economic activity.

Murder conviction against US Marine overturned

SAN DIEGO (AP) ? The military's highest court overturned a murder conviction against a Camp Pendleton Marine in one of the most significant cases against American troops from the Iraq war.

The Court of Appeals for the Armed Forces threw out the conviction of Sgt. Lawrence Hutchins III of Plymouth, Mass., who has served about half of his 11-year sentence.

According to the ruling posted on the court's website Wednesday, the judges agreed with Hutchins, who claimed his constitutional rights were violated when he was held in solitary confinement without access to a lawyer for seven days during his 2006 interrogation in Iraq.

The decision is seen as a major blow to the military's prosecution of Iraqi war crimes.

Hutchins led an eight-man squad accused of kidnapping an Iraqi man from his home in April 2006, marching him to a ditch and shooting him to death in the village of Hamdania.

Hutchins has said he thought the man ? who turned out to be a retired policeman ? was an insurgent leader. Prosecutors accused the squad of planting a shovel and AK-47 to make it appear he was an insurgent.

None of the other seven squad members served more than 18 months.

The move is the latest in a series of twists and turns for Hutchins, whose case already was overturned once by a lower court three years ago.

The lower court ruled Hutchins' 2007 trial was unfair because his lead defense lawyer quit shortly before it began. The military's highest court disagreed on that point and reinstated Hutchins' conviction in 2011, sending him back to the brig after eight months working at a desk job at California's Camp Pendleton. The high court said at the time that the problem wasn't grave enough to warrant throwing out the conviction.

On Wednesday, it agreed with Hutchins' latest petition.

Hutchins' lawyer, Babu Kaza, said he expects him to now be released in days.

"Sgt. Hutchins and his family have suffered enough with this case, and it's time for this to be over," Kaza said. "Enough is enough."

The Navy can appeal to the Supreme Court or send the case to the convening authority, who can either order a retrial or let the ruling stand.

Navy officials could not be immediately reached for comment.

In their ruling Wednesday, the court's judges said the Naval Criminal Investigative Services violated Hutchins' Fifth Amendment rights when it interrogated him in May 2006 about the incident and then put him in a trailer in Fallujah with no access to a lawyer or phones.

After seven days, the same Navy investigator returned and asked Hutchins for permission to search his belongings. Hutchins said he asked to tell his side of the story and was told he could do so the next day, when he waived his right to counsel and provided a sworn statement about the crimes.

The judges ruled much of the case rested on that confession, which they determined was illegally obtained after Hutchins was held under guard for seven days.

"Accordingly, under the circumstances of this case, it was error for the military judge to admit the statement made by Hutchins on May 19, 2006," the judges concluded in their ruling.

The case was among the most serious Iraqi war crimes prosecuted by the government. In another major case that took six years, the lone Marine convicted in the killings of 24 unarmed Iraqi civilians in a raid in Haditha seven years ago reached a deal to escape jail time.

Another case involved the November 2004 death of an unarmed Iraqi detainee in Fallujah. One Marine was spared prison time after pleading guilty to dereliction of duty, and another was acquitted. Their former squad leader was acquitted in federal court.

Former Navy officer David Glazier, a professor at Loyola Law School in Los Angeles, said Wednesday's ruling demonstrates the military's poor prosecution record.

"For these very serious allegations of conduct that one would think of as war crimes, the military justice system has not performed very well in the past couple decades," Glazier said.

"Here this guy's conviction is overturned on the basis that he was mistreated by the government during his initial apprehension, and yet he's already served five years in prison," he added. "If the conviction was unjust in the first place, it's kind of appalling it's taken the military justice system five years to resolve it."

Hutchins' lawyer said his client told him after the ruling that he can't wait to return to his wife and two children.

Extreme Weather Drives Sales of Impact-Resistant Windows

As tornado season continues and hurricane seasons ramps up, window manufacturers nationwide are working hard to publicize their impact-resistant lines of windows and doors. Just in the past few weeks, national manufacturers such as Pella and regional window makers such as Florida-based PGT have issued press releases to boost what they hope to be a coming boom for these stronger?but far more costly?product lines.

Impact glass is engineered to protect you from flying debris thrown by excessive storm force winds. The window will shatter on impact but will stay in place so shards don't go flying through the house. The 2013 Atlantic hurricane season is predicted to be a busy one, and homeowners, having seen the destruction wrought by recent storms and tornadoes, are increasingly willing to incur the additional cost of windows that at least stand a chance of surviving a major storm.

Impact-resistant window sales are also increasing thanks to the overall residential construction turnaround. Although the remodeling and new-construction market is on the rebound nationwide, PGT, based in hurricane hotbed Florida, reports a 28 percent increase in revenue over the last six months alone.

While I generally look upon code-mandated cost increases with a leery eye (expensive impact-resistant windows and doors are required by extreme building codes in many coastal areas), I can't argue with the fact that these products will help protect your property better during large storms.

The new consoles from Microsoft, Nintendo and Sony (Update)

Microsoft and Sony offered new details this week on the game consoles they will start selling before the holiday shopping season. The Xbox One and the PlayStation 4 will join Nintendo's Wii U, which came out last year, in vying for shoppers' attention and dollars at a time many people are turning to phones and tablets for gaming.

Each machine has a set of features designed to draw gamers away from rival consoles. There's one thing all three have in common, though: They are about more than gaming and include entertainment services such as television, movies and music.

With the E3 video game conference in Los Angeles wrapping up, here's a closer look at the three systems, including details on pricing and specific games.

Wii U (Nintendo)

In November, the Japanese gaming company launched the Wii U, the follow-up to its popular Wii. That made Wii U the only new console out for last year's holiday season. The console features a tablet-like controller with a touch screen, called the GamePad, which can be used to control games on the TV set or to play games separately, as you would on a regular tablet computer. It also allows someone with a GamePad to have a different experience with a game than someone playing it at the same time with a regular Wii controller.

The GamePad also serves as a fancy remote controller to navigate a TV-watching feature called TVii. The service groups your favorite shows and sports teams together, whether it's on live TV or an Internet video service such as Hulu Plus. And it offers water-cooler moments you can chat about on social media.

Unlike the Wii, the Wii U features high-definition graphics. In doing so, Nintendo's system catches up to the years-old Xbox 360 from Microsoft and the PlayStation 3 from Sony.

Sales of the Wii U have been disappointing, with 3.5 million sold as of March 31, the end of Nintendo's fiscal year. Nintendo Co. had originally expected to sell 5.5 million units and later lowered the forecast to 4 million, but it still fell short.

Because the Wii U is already available, Nintendo focused on games at E3 this week. It showed off new titles in its popular franchises, including the racing game "Mario Kart 8," along with "Donkey Kong Country Returns: Tropical Freeze" and a rendition of "The Legend of Zelda: The Wind Waker."

Price: Starts at $300, but some retailers have offered it below that.

PlayStation 4 (Sony)

Sony shared some details about the PlayStation 4 in February, but it didn't show what the console would look like. That changed at E3, when the Japanese electronics giant showed off the slick new game machine along with new games and a price tag that undercuts Microsoft's Xbox One by $100.

Sony said the PS4 would essentially be a "supercharged PC," much like the Xbox. That's a big departure from the old and idiosyncratic PlayStation design and should make it easier for developers to create games. But the adoption of PC chips also means that the new console won't be able to play games created for any of the three previous PlayStations. Players will have to stream older games over the Internet.

Other new features revolve around social networking and remote access. With one button, you can broadcast video of your game play so friends elsewhere can watch. You can also run a game on the PS4 to stream over the Internet to Sony's mobile gaming device, the PlayStation Vita, which debuted last year.

The PlayStation online network will have access to Sony's video and music services, as well as Netflix, Hulu and Amazon?as long as you have subscriptions to those services. You'll also be able to access Facebook.

Sony said this week that it would not try to restrict sales of used games and that the PS4 would not require a persistent online connection. Microsoft has been criticized by gamers for being vague on whether Xbox One owners will be able to play used games. The company essentially leaves the decision to video game publishers, Wedbush analyst Michael Pachter said.

The PS4 will have a Blu-ray disc drive for movies, just like the PS3. The console will go on sale this holiday season, though Sony has not given an exact date. Analysts expect that it will likely be before Black Friday, the unofficial start of the holiday shopping season on the day after Thanksgiving.

Price: $399.

Xbox One (Microsoft)

Microsoft's new console seeks to deliver the Holy Grail of home entertainment?an all-in-one device that lets you watch television, play movies, listen to music and browse the Internet as well as play video games.

The Xbox One lets you use voice commands to switch between watching TV and playing "Call of Duty," or ask "What's on HBO" to view a TV channel guide. Simply connect your cable or satellite set-top box to the game machine with an HDMI cable.

A new version of Microsoft's camera-based Kinect controller offers better motion and voice detection than the one currently available. Unlike the Xbox 360, the Xbox One will require Kinect, which will come with the package.

The company said the Xbox One will have to be connected to the Internet at least once every 24 hours and ideally would always be online. During its E3 presentation, Microsoft showed off games such as "Ryse: Son of Rome," ''Killer Instinct" and "Titanfall." ''Titanfall" is the first game from Respawn Entertainment, which was founded by the creators of "Call of Duty: Modern Warfare."

Although Nintendo's Wii was the most popular of the three at first, the Xbox 360 has outsold its rivals in recent years largely because of its robust online service, Xbox Live, which allows people to play games with others online for as much as $60 a year with annual plans. Activision Blizzard Inc.'s "Call of Duty," has been a driving force behind Xbox Live, and Microsoft said players will be able to download new content for upcoming titles in the series on the Xbox One before any other system.

The new console will also add the ability to play Blu-ray discs, matching what Sony has in its older PlayStation 3. What it won't play are games for the Xbox 360.

Microsoft said the system will launch in time for the holidays.

Why 3.5% Of Android Clocks Are an Hour Off

At OpenSignal, each datapoint we collect has two timestamps: the time the reading was taken and the time the reading was inserted into our server. Because we make extensive use of SQLite cacheing on devices, these times can be far apart - sometimes up to the order of weeks. The app reading time, however, should always be before the server insert time, otherwise you have an apparent violation of causality. When we noticed this happening occasionally, we took a closer look and found widespread difficulties getting accurate time readings.

Why 3.5% Of Android Clocks Are an Hour Off

We uncovered various causes of these Android time discrepancies: a bug in Android's setting of time via GPS which produces a 15s error; disagreements of one hour caused by Time Zone edge cases and perhaps also by a system bug in the application of timezones; and deliberate manual adjustments to the system clock time in order to fool games.

Distribution of Time Differences

We'll focus on the time difference between the timestamps of speedtests taken in-app, and the timestamps for when they arrive at the server database.

Time difference = App time - Server time

If all phone clocks and our server clock were synchronised this would always be negative and usually quite small, since the app will attempt to upload a speedtest immediately after it has run. If the upload fails, it will wait until the next speedtest is run.

Looking at the last million speedtests run, this is the distribution found when restricting the dataset to just one minute either side of zero (density = frequency density).

Why 3.5% Of Android Clocks Are an Hour Off

Drawing out the salient features, we see some behaviour that is to be expected and some that is rather curious:

  • The peak is at -5s, implying that the most common scenario is a speedtest being taken and 5s later appearing in the database on the server. That makes sense, the app needs to do a little bit of work, connect to the server, and send that data. So if an upload is attempted immediately after a test, a 5s delay is reasonable.
  • The distribution is skewed to the left. That's good: rows are more likely to suffer a longer delay than 5s (since they hang around in the database longer, waiting for a chance to upload) than a shorter delay.
    • But there are positive time differences ? and in particular a small sub-peak at about 13s. We think this may be the bug the Verge reported on here.
    • tl;dr: Android clocks set by the system are exactly 15s too fast. So the devices with this bug should be 15s to the right of our -5s peak. or at 10s.

    Some noise to the right is expected: while GPS is occasionally used to synchronize the clocks, the time is generally maintained on the device by its internal clock which can drift.

    The Puzzle of the Peaks One Hour Out

    Stepping back to look 100 minutes either side of the origin reveals another anomaly: peaks at +/- one hour:

        This could be caused by the following:
          • The user moved to another timezone one hour away
          • Location based services were turned off, so the system couldn't update the timezone
          • The user changed the time manually (not the timezone)

          The time displayed to the user will seem correct, if they go to France from the UK, they'll set the time one hour in advance. The system time, however, will be wrong - as the device still thinks it's in the UK timezone. In this case we'd expect the peaks at plus and minus one hour to be roughly the same height. But the right peak is about 20% higher than the left peak. This difference may be because users are deliberately mis-setting times.

          Errors In Daylight Savings Time

          It may not be only moving between countries or states that causes timezone problems, but daylight saving adjustments going awry on the device, as the following chart suggests:

          This shows the weekly total number of devices submitting data found to be more than one hour in the future (actually we look at 59 minutes to catch minor fluctuations of a clock set one hour ahead). To give some idea of statistical significance, speedtests are currently run on about 100k distinct devices each week, though this figure was lower in the past.

          Note the peak in November 2011, when the clocks go back. Consider clocks in Arizona, which does not obey DST unlike surrounding states, if for some reason the system thinks it does observe DST the clock will be set back one hour, Android users will react by setting it forward one hour - thus the system clock will be one hour in the future. There are many reports to be found of this in forums. In particular this may happen where users live in a border area, between a timezone that uses DST and one not using DST, if "use network time" is enabled in the app settings they may be erroneously placed in the wrong timezone, for half of the year this will provide correct times, but when DST comes into play users will find their phone an hour out and will manually adjust the displayed time, instead of chossing the correct timezone.

          The fact that this peak occured just one year suggests the cause may have been exacerbated by an Android bug that was later fixed.

          Cheating Time In Games: Deliberate Clock Adjustments

          Coin Dozer is styled as an old-style fair/arcade game in which coins are pushed onto a table where they can bump other coins off into a collection tray. The user starts with a finite number of coins, more coins can be won to continue playing, additionally every 30s a coin is generated. If all coins run out by falling off the wrong side, the user must wait for a coin to be generated. This is a cunning technique to encourage users to keep the app open, which will increase ad revenue for the creators.

          A cheat was discovered on Android and iOS that involves manually advancing the system clock to fool Coin Dozer and gain coins more rapidly. Since the system time on both iOS and Android is altered by scrolling through numbers, the quickest adjustment is to alter the clock by one hour, one day, or one minute. The cheats generally recommend an hour or a day in order to generate a full complement of coins.

          On Android this cheat now requires rooting the phone. Coin Dozer are probably now using elapsedRealtime(), which returns the number of milliseconds the device has been on, and does not change when the clock is altered. However there are probably other apps that are still relying on currentTimeMillis, the field we've been measuring, which is susceptible to alteration.

          What this cheat (and others like it) gives us is a possible explanation for why the peak on the right had side is higher than the left. It shows that that there is an incentive for people to deliberately mis-set their clocks an hour forward, which could go some way towards explaining the aysmmetry of the two peaks.

          How Widespread Is This?

          Examining the last million speedtests, 1.9% of devices are one hour or more in the future. As noted above, we can't be sure from this dataset how many devices have their clock set one hour in the past - since a negative value for difference could be because the reading is cached - however since the peak at plus one hour as about 20% higher than the peak at minus one hour we'll say the total is: 1.9 + 1.9*(1/1.2) = 3.5%

          Looking at the number of devices having times set more than one day in the future, we find the numbers much smaller but have recently been growing:

          How Does This Affect Apps?

          For any app collecting data and cacheing it, incorrect clocks are a problem. For crowdsourcing apps like ours, it's a source of noise in timestamped data. For example it can cause problems when doing things like measuring cell breathing, whereby cell towers lose coverage at particular times of day as network traffic in that area increases.

          Pretty much any app whose functionality in some way depends on how you are moving will use an offline timesource, so this includes apps like Waze or Nike+. Even if these apps include a large real-time element, like Waze, they will likely also collect absolute time. For example, Waze might want to use data that was cached on a device (since the device was in a tunnel or for some other reason could not immediately upload data) to calculate peak traffic hours.

          Devs - How To Fix It

          Ensuring time accuracy requires the app to receive time notifications from a server (a special protocol, NTP, has been designed for this), when an update is received cache the value (call it T0), also cache the value returned by elapsedRealtime() (call it E0), to get the time at some later point when elapsedRealtime() = E1, use:

          T1= E1 - E0 + T0

          This solution is not ideal. It's cumbersome and, since elapsedRealtime() resets on boot, it requires the app to contact a server on every boot which will not be possible in many situations.

          Unfortunately there are no silver bullets for this problem.

          Microsoft to open Windows in-store shops in Best Buy

          Redmond, Wash. -- Microsoft Corp. on Thursday announced that it plans to open 500 ?Windows Store? shops in 500 Best Buy stores across the country and in more than 100 Best Buy and Future Shop locations in Canada. The roll out will launch in late June, lasting through September.

          The in-store shops will sell exclusively Windows-based tablets and computers and other Microsoft products, with support from dedicated staff, in an interactive environment. ?

          ?The Windows Store creates the kind of retail destination we all want to shop in, combining great selection, the latest technology, the best service and the lowest prices,?? said Jason Bonfig, VP of computing for Best Buy Co., Minneapolis. ?What our customers will see in these 600 stores is something totally new and fully in line with our determination to transform Best Buy.?

          The shops will range in size from 1,500 sq. ft. to 2,200 sq. ft., and will showcase a broad range of Microsoft products and accessories, including software and hardware along with the Windows Phone portfolio.

          The initiative comes some two months after Samsung Electronics unveiled plans to install its brand shops in more than 1,400 Best Buy stores this year. Best Buy also has dedicated Apple shops in its stores.

          In an Associated Press report, Belus Capital Markets analyst Brian Sozzi said Microsoft shop initiative "absolutely makes sense," and he expects more store-within-store formats at Best Buy.

          "The fact is Best Buy has prime floor space up for grabs, and tech companies want their best offerings in there (along with the customer service), instead of buried on Amazon," he said in a note to clients.

          Microsoft, which operates approximately 65 freestanding stores, said the initiative would add more than 1,200 Best Buy Microsoft-trained sales associates to help customers. Industry experts said the program would give the tech giant

          Here's a rundown of the major differences this season -- and what they could mean for Sunday's finale, "Mhysa." (More on the title's significance below.)

          Baby-mama drama: The most gruesome, shocking scene in the wedding massacre -- the frenzied stabbing in the gut of Robb's pregnant queen -- never happened in "A Storm of Swords." In fact, "Talisa" (she was Jeyne Westerling in the books, with a different history altogether), wasn't even in attendance. Other than heightening the scene's drama and heartbreak, Talisa's murder probably won't change the story line that much, but it will definitely intensify the backlash and the Stark supporters' thirst for revenge.

          Bloody face: What the writers giveth, they taketh away. While Talisa's gut-wrenching (sorry) death scene was made out of whole cloth (or, if you will, chain mail), "The Rains of Castamere" spared us from the madness of Catelyn. In fact, she went so bonkers after her eldest son's murder that she gouges her own face. To quote author George R.R. Martin, "tearing off strips of flesh, leaving deep furrows that ran red with blood." (This is a perplexing omission, considering what is to come.)

          Slings and arrows: Joffrey is a monstrous, vicious psychopath and sadist, but in the books he never practiced his toy crossbow on prostitutes. This kid really needs a time out, and Tywin might give him one in their finale showdown.

          Spirited away: Melisandre's kidnapping of Gendry never happened in the books. Her motives at this point are unclear, but we wager they have less to do with his blacksmithing skills than the fact that he's Robert Baratheon's bastard son -- and living proof for Stannis that Joffrey and his sibs aren't legitimate heirs to the Iron Throne. (On account of Uncle Jaime being their dad and all.) Melisandre's face time with Arya Stark never happened on the page either, but it's unlikely their meeting will be addressed until season four.

          Run like the (Grey) Wind: During the Red Wedding, Robb's direwolf was murdered in captivity while Arya looked on. In the books, she never got that close, and Grey Wind was released from his stable -- inflicting some major damage before he was shot down. Maybe HBO didn't have any room left in the CGI budget for the direwolf's heroism? Or could this omission indicate their choice not to depict the Freys' horrifying "postmortem" of the King in the North? (It could still happen in the finale, so be warned: It's unspeakably gruesome.)

          Poor Theon's getting it much worse on the show than in the books.

          Torture chamber: Theon's tiresome, gratuitous "Hostel"-style torture scenes warranted only a very peripheral mention -- sans gruesome details -- in the third book. In fact, the show really steps on the gas when compared to the former Winterfell hostage's story in "A Song of Ice and Fire." The tale of the torturer's identity, and the new one Martin creates for Theon, isn't told until the fifth book ("A Dance With Dragons"), but considering how much airtime they devoted this season, it's possible it will be bumped up all the way to Sunday's finale.

          You know nothing: Jon Snow is virtually unscathed (besides a few eagle scratches) when he abandons Ygritte in episode nine. Her reaction in "Swords" is more befitting of a wildling than her struck-dumb TV counterpart: She shoots him in the leg with an arrow as he flees. From the preview we know that Ygritte returns in the finale -- but will she stick around for season four after his betrayal?

          Storming the city: While the writers dialed up the graphic horror of the Red Wedding and Theon's torture, they showed some restraint when Khaleesi's men stole into Yunkai. In the book series, they gain entry via the town's sewers. That's some real devotion to their queen!

          All hail the Mother of Dragons!

          Mother tongue: Now back to the finale's title. "Mhysa" presumably refers to Daenerys' successful taking of Yunkai, a Ghiscari slaver city-state. When the city's slaves shout "Mhysa" to the Mother of Dragons in "A Storm of Swords," her translator Missandei explains, "It is Ghiscari, the old pure tongue. It means 'Mother.' "

          Could it also refer to Catelyn Stark, Melisandre or even Talisa? We'll find out Sunday -- or next season!
