Prepaid tuition plans flawed but still popular

CHICAGO (AP) ? Prepaid college tuition plans are no longer the surefire solution to runaway tuition costs they once seemed.

The mostly state-sponsored plans were designed as a way to save for college by locking in at least a portion of future tuition at today's prices.

The premise remains sound: Pay now to minimize the shock of rising costs. After all, tuition has increased an average 7 percent annually since 1990 and shows no sign of slowing down.

But the battered finances of state governments has raised questions about whether some plans will live up to their promises.

Numerous states have shut down their plans or changed them as their deficits widened. Facing shortfalls, some have bumped up the prices by charging substantial premiums above the cost of current tuition. And several of the 11 open plans do not offer guarantees.

"It's a model that doesn't always work," says Joseph Hurley, a CPA and the founder of Savingforcollege.com.

College financing experts advise parents and students to carefully review the specifics of their state's plan and determine if it makes sense for them.

A closer look at some important points to consider about prepaid plans:

BASICS

A prepaid tuition plan allows families to buy future tuition units or credits at current prices. If you purchase shares worth one semester's tuition when your child is young, the shares should always be worth one semester's tuition regardless of how much rates increase. The credits can sometimes also be applied to room and board.

Most prepaid plans have residency requirements. Purchased credits can be applied toward a college in another state, but there's no assurance the full cost will be covered. If a student decides to attend a private or out-of-state college, the plans typically pay the average of in-state public college tuition, according to Mark Kantrowitz, founder of the financial aid site FinAid.org.

States invest families' money in the stock market and use their investment returns to pay for the tuition.

But some programs have run into trouble after investments lost money in the market downturn in 2008-09 and tuition rose faster than expected.

Alabama had to make compromises in its program this spring in order to keep it operating, and now pays less than full tuition. Prepaid plans in Kentucky, Illinois and South Carolina are less than 80 percent funded for future payouts, raising the risk of future changes.

AVAILABLE PLANS

There are 21 prepaid plans offered in 19 states. But 10 states have closed plans to new participants.

Among the 11 open plans, only Massachusetts, Mississippi and Washington guarantee theirs with the "full faith and credit of the state," according to the College Savings Plans Network. That means they will borrow if necessary to make up the difference if the plans run short of money.

Alaska, Florida, Maryland and Virginia also back their plans with differing guarantees. Open plans in Michigan, Nevada, Illinois, Pennsylvania and Texas are backed only by the funds' assets.

Just two prepaid plans are open to residents of any state: Massachusetts' U.Plan program and the Private College 529 Plan, sponsored by the Tuition Plan Consortium representing more than 270 private colleges and universities nationwide.

PROS

Advocates of prepaid tuition plans call them "peace of mind programs" and say they still offer that comfort.

"They're still very appealing in this environment with unknown amounts of tuition increases as well as investment volatility ahead of you," says Joan Marshall, executive director of College Savings Plans of Maryland. "A couple of states clearly have had problems, but it's unfair to lump them all in together."

Prepaid plans as a whole are 93 percent funded, up from 91 percent a year ago and that's more than adequate to assure future payouts, according to the College Savings Plans Network.

As to any fears of not getting your money back, Marshall says no one who has used a prepaid plan has received a lower amount than was paid in.

Kathy and Joe Halliday of Bel Air, Md., paid off their daughter's tuition through Maryland's prepaid plan by the time she was in middle school. That meant they didn't agonize when the stock market crumbled. The plan covered Leah's two years in community college and now will take care of her tuition at Johns Hopkins University.

"It was a great relief," Kathy says. "It was the best financial investment we ever made."

Mat Forrest and his wife Jillian of West Palm Beach, Fla., recently purchased a Florida prepaid college plan for their daughter Addison, who turns 2 in August. He acknowledges that the interest rate is small and they might well do better investing the money in a stock plan. But he likes the simplicity of being locked into a fixed monthly payment of $287.71 and knowing that should take care of Addison's college tuition.

"Any time you can lock in the cost 18 years before you need to pay it, that's probably a good thing," he says. "And I don't need to stress out over the markets."

CONS

Some experts who once recommended the plans for new investors no longer do. They cite the increased risk that states won't make good on their original commitments and the chance that parents will have to pay more to make up for shortfalls in state funds.

"Peace of mind may be a fiction," says Kantrowitz. "If you're investing now for the first time, the money may disappear by the time your child is ready for college."

While losing your money is unlikely, there's a real chance of seeing your investment stay flat or even decline in value if the state makes changes that dilute the plan.

Chameleon KickStarter Could Bring the Ultimate Customization to Your Android Tablet?s Home Screen

One of my favorite things about the Android platform is the ability to customize the UI to fit your needs. There are literally hundreds of theme engines and thousand of themes to pick from, as well as thousands of widgets, live applications, and media feeds. I was browsing Kickstarter the other day when I came across Canadian group looking to raise $50K to get another Android home screen engine going. I looked a little deeper and soon realized that this was not quite the same as the other home screen managers that are currently available. This was so intriguing to me, that I was happy to throw down $10 in hopes that the project might actually get off the ground.

When tablets first came out, I really did not see a dying need to have one. Basically until then I used a laptop while on travel and used an MP3/Media player for music and movies on the go. They were pretty much a novelty for me until I got my hands on the original 7? Galaxy Tab. I found that in time it was my staple entertainment for travel, and it could be used almost as a dashboard for daily activities while at work and even at home.

With the larger real estate (compared to even the largest phone screens), you can put everything right in front of you on the home screen. Email, Calendar, Twitter/FB, Stocks, RSS, etc ; they can all be strategically placed right on the opening screen without the need to rifle through individual apps or cycle through different screens. As you probably know, the market is already flooded with these UI enhancements, and most apps come with some sort of widget. But until I saw Chameleon on Kickstarter, I never knew how perfect a home screen setup you could really have.

Chameleon is probably one of the coolest screen managers I have ever seen. With the ability to customize almost every single inch of screen real estate to your liking is something I would be very interested in using. So far over 3100 other backers think the same but if they don?t raise an additional $20K within the next 20 days then it?s looking like a good concept that never hit reality. To set it apart from similar software the focus was on both the productivity aspect, as well as making it look as aesthetically pleasing. From the looks of it so far, I think they have achieved that goal. However, it?s very unlikely to see the light of day if they don?t raise that last chunk of money.

From the Editor's Desk: Thanks, Sprint fans, for bringing back the fun

EVO 4G LTE

We can be completely honest here, right? With all the phones that tend to come across our desks, things can, on occasion, become a bit of a grind, especially when you've reviewed the fifth or sixth version of a manufacturer's flagship model. Specs change a little, but it's largely the same experience. That's when this job can become work.

"Oh, shut up, Phil. I'd kill for your job." And I wouldn't blame you. Indeed, it's why I travel in unmarked sedans with no fewer than two Bulgarian bodyguards (and occasionally a chase car, depending on the neighborhood).

But those long days of writing about a phone for what seems the Nth time is also why it's been refreshing over the past month or so to see the excitement over Sprint's HTC EVO 4G LTE. I dare say the anticipation has been greater than even the Samsung Galaxy Nexus. (That can't be right, can it?) Sure, the phone itself is what's important, but it's the Sprint fans that make these high-profile releases so much fun. I'm not a Sprint guy. I like the company a lot. I love sitting in the same room as its execs. The PR folks we work with are top-notch. Unfortunately, it's never had a good enough network experience for me to have an account. Hopefully that will change with Network Vision in the next year or so.

But those of you who are on Sprint, boy, howdy, you're a breed unto your own. You don't see this sort of fanaticism on AT&T. It's there on T-Mobile, but to a lesser extent, not nearly as vocal. More of "Yeah, it's a really good network -- with a really cool spokesmodel -- and some really good phones. It's just not big enough." Verizon's the 800-pound gorilla in the room, but, again, it just doesn't have the same sort of excitement you get with a major Sprint launch.

What's taken me so long in getting our EVO review done? Life, for one. It happens. But I've also been spending more time in our forums lately (for better or for worse). That's where you really learn what people want to know about a phone. Hell, it's where I go to learn more about a phone. It's amazing the little features (or, yes, nuisances) that you might not notice on the first, fourth or even fifth go-around.

The point is, you Sprint fans out there -- you crazy, fanatic Sprint lovers -- you've added some serious fun to the past couple weeks with the launch of the EVO.

Here's to hoping we get to do it all over again in the coming months with the Galaxy S III.

Secret Service agent fired in 2008 prostitute case

(AP) ? Secret Service Director Mark Sullivan says an agent was fired in 2008 after being caught in a Washington prostitution scandal.

Sullivan told a Senate panel that the on-duty agent was caught trying to hire an undercover police officer and was "separated from the agency" a month later.

Sullivan is testifying before the Senate Homeland Security and Governmental Affairs Committee about the Colombia prostitution scandal that erupted after an officer and a Colombia prostitute argued over payment at a Cartagena hotel last month.

In his first public statements about the scandal, Sullivan apologized for the employees' behavior.

    Egyptians vote in historic election

    Egyptians voted Wednesday in the country's first free presidential elections, with Islamists and secularists vying for power with competing visions of an Egypt free of ousted dictator Hosni Mubarak's iron grip.

    Several hours after polls opened at 08:00 am (0600 GMT), there were still lines of people waiting to vote, many in a festive mood.

    "It's a beautiful day for Egypt," said Nehmedo Abdel Hadi, who was voting at the Omar Makram school in Cairo's Shubra neighbourhood.

    "Now I feel this is my country and I have dignity," said the 46-year-old woman, who wears a full-face veil.

    Across the city, in the leafy Mohandesseen neighbourhood, Rania, wearing gym clothes and a ponytail under her baseball cap, was at the front of the line.

    "It's the first time in Egypt's history we choose our president," she said, preferring to keep her choice "a secret between me and my ballot box."

    More than 50 million eligible voters have been called to choose one of 12 candidates wrestling to succeed ousted president Hosni Mubarak.

    Voting over two days is taking place at 13,000 polling stations, with initial results expected on Sunday. Voting ends at 8:00 pm (1800 GMT) on both days.

    A senior interior ministry official said police were on standby across the country and helping soldiers secure polling stations.

    At one polling station in the Rod al-Farag neighbourhood in northeast Cairo, a policeman was shot dead when he was caught up in a gunfight between supporters of two candidates, security sources said.

    It was not immediately clear which candidates those involved in the altercation were backing, but the incident underscored concerns about security.

    The election marks the final phase of a tumultuous transition overseen by the ruling military council after Mubarak ouster in a popular uprising last year.

    Pollsters say the large number of voters undecided between candidates reflecting radically different trends, and the novelty of a free presidential vote, make Wednesday's election almost impossible to call.

    Leading contenders include former foreign minister and Arab League chief Amr Mussa, who is seen as an experienced politician and diplomat but like Ahmed Shafiq, Mubarak's last prime minister, is accused of belonging to the old regime.

    The powerful Muslim Brotherhood's candidate Mohammed Mursi faces competition from Abdel Moneim Abul Fotouh, a former member of the Islamist movement who portrays himself as a consensus choice with a wide range of support.

    The next president will inherit a struggling economy, deteriorating security and the challenge of uniting a nation divided by the uprising and its sometimes deadly aftermath, but his powers are yet to be defined by a new constitution.

    Islamist candidates have promised an Islamic-based project that has prompted fears among secularists and Egypt's Coptic minority over personal freedoms and raised questions about the future of the country's lucrative tourism industry.

    Shafiq and Mussa have vowed to maintain stability and restore law and order but their ties to the old regime sparked fears of renewed protests by those who will feel their revolution threatened.

    The election caps a rollercoaster transition, marked by political upheaval and bloodshed, but which also witnessed democratic parliamentary elections that saw Islamist groups score a crushing victory.

    The ruling Supreme Council of the Armed Forces (SCAF), in power since Mubarak's ouster, has urged Egyptians to turn out en masse to the polls, while warning against any "violation."

    The SCAF has vowed to hand power to civilian rule by the end of June, after a president is elected, but many fear its retreat will be just an illusion.

    The army, with its vast and opaque economic power, wants to keep its budget a secret by remaining exempt from parliamentary scrutiny, maintain control of military-related legislation and secure immunity from prosecution.

    Mubarak, 84 and ailing, may watch the election from a military hospital on the outskirts of Cairo as he awaits the verdict of his murder trial on June 2.

    The former strongman is accused of involvement in the killing of some 850 protesters during the uprising and of corruption.

    Physical therapist, health care administrator, or ... - Fitness Websites

    Which care is best for me: physical therapist, health care administrator, or pharmacist?
    Here is a little about me:
    I love anatomy and the whole idea of health & fitness. I also enjoy sports and working out myself. I like talking to people and socializing as well. Also I am an excellent English student and a fairly good Math student, too. I want a career that I will enjoy, make decent money (,000+), and not have to go to school over 7 years to become. Also something that is interesting and not just the exact same ol? thing day after day. Right now I work at a local pharmacy (CVS) as a cashier in the store and it seems as though pharmacy is a bit boring. But then again, maybe I am not seeing the whole picture. But after doing a lot of research I can to the above careers and each of them interest me in a different way so based on the info I provided which is best for me?

    I cannot think of a more fulfilling career than physical therapy for you! Your interests are at the ideals of a PT?health and fitness are our ultimate goals. Our knowledge of anatomy of the neuromusculoskeletal system is extensive (and after 7 years, I still learn more everyday). You will be required to take gross human anatomy.

    As a physical therapist, you will have many opportunities to work in a variety of settings including hospitals, rehabilitations centers, outpatient clinics, work hardening programs, schools, private practice, home health, extended care facilities?the list goes on.

    While some leave the field due to injury, I would estimate that it is less than other health care professions since part of education and core knowledge is ergonomics?how to do things the right way without hurting yourself. I see far more nurses, patient care technicians, pharmacits, lab techs, and even doctors as patients with work related injuries as opposed to physical therapists.     All PT programs in the US are now either MS or DPT level?the structure of most programs is such that you will complete it in 6-7 years. Math is always a plus?helpful for the chem and physics you will need to take.

    Donna Summer Dead At Age 63

    Legendary singer Donna Summer has died at the age of 63. She passed away this morning after battling cancer for years. It has been confirmed by the family of Donna Summer that she did indeed loose her battle with lung cancer. TMZ was first to break the story and revealed that the amazing singer was in Florida at the time of her death. She is survived by her singer and producer Bruce Sudano; their daughters, Brooklyn and Amanda; and Summer’s daughter, Mimi, from a previous marriage. I don?t know about you but I was unaware that Summer was battling lung cancer and according to TMZ that is exactly how she wanted it.     Optimus 2X ICS update now looking like a Q3 arrival, according to LG Singapore

    According to the LG SIngapore Facebook page, the tradition of long waits for updates is set to continue for owners of the LG Optimus 2X. Gingerbread took what seemed like an eternity, but initially the device was slated to receive Ice Cream Sandwich in Q2 of 2012. That now seems unlikely, with LG Singapore answering a query on Facebook, stating it will be Q3 for the long awaited update.

    If indeed this is true, it will be yet another bitter blow to owners of the device, which kicked off the dual-core age of Android smartphones. Q3 after all stretches through to September, by which time we'll have been through Google I/O, and very possibly seen the first mentions of the next version of Android. 

    The big redeeming factor with the 2X in particular though, is it's hackability. My own device currently runs a very early build of CM9, and for all intents and purposes, it's pretty darn good. LG make fantastic hardware, it's such a shame to keep hearing stories such as this one.
